Stay tuned. Sounds like Judge Walker will announce tomorrow whether or not the stay is lifted. If the stay is lifted it will mean couples will be able to marry. The window of time might not be long. As another court could impose a stay–like the 9th Circuit. So you if you want to get married you might have to move quickly.
In Los Angeles County you can fill in an application online. Go to here. Then when you actually go to get the license your wait time is less. The Beverly Hills Court House on Burton Way opens at 8:30 am. But we won’t know until after 9 am (they say sometime between 9am – 12 noon) if it will be possible.
